This appears to be felted wool, covered with a brown synthetic knit, with a multi-colored feather-covered crown held in place with a fine netting, and finished with a brown grosgrain ribbon. Unlike the 1920s cloche hats, the 1960s versions were meant to sit higher on the head to not flatten your hairstyle.
